Executive Officers

Accomplished Healthcare Executive with over 30 yearsโ€™ experience providing transformational leadership in guiding and directing strategy and operations in large health systems, a fully integrated managed care organization and managed behavioral health organizations. Strategic, passionate and innovative leader who operates at peak performance in a large and complex health system with regulators, multiple influencers and active political environments. Ability to align corporate/owner, regulator, member and other influencersโ€™ needs into a strategic direction that is executed, measured and reported. Ability to motivate and support staff to align with the organizational strategy so they deliver at the highest level of performance. Executing at a high level of leadership to advance operational efficiencies that meet all compliance requirements while maintaining quality and satisfaction for members and meeting bottom-line profits.

As Senior Director of Evidence-Based Programs, Ms. Egan oversees our Blueprints Model Programs which include Functional Family Therapy (FFT), Multisystemic Therapy (MST) and Multisystemic Therapy for Problem Sexual Behaviors (MST-PSB). She also oversees our Intensive Outpatient Program and has been an integral part in the development and management of the School Based Services. Since joining Touchstone Health Services in 2004, she held a variety of roles including clinical supervisor, program manager and director. Before her time at Touchstone Health Services, Ms. Egan was a Multisystemic Therapist in Cleveland, Ohio and has over 20 years of experience in the behavioral health field working with children/adolescents and adults. Ms. Egan has her Master of Arts in Education โ€“ Community Counseling from the University of Akron and is independently licensed in the State of Arizona as a Licensed Professional Counselor (LPC).

Ms. Conditt serves as the Director of Intensive Services for Touchstone and oversees the Care Coordination programs at our Phoenix and Avondale site (High Needs Care Coordination, Clinical Care Coordination, and Medication Only Care Coordination). Additionally, she oversees several other outpatient programs including WIT (MMWIA), Family Support (FSP), Respite, and SOS (Crisis/Hospital Stabilization Team). Prior to joining Touchstone, Ms. Conditt has experience providing therapeutic support services to Alzheimerโ€™s patients receiving end of life care from 2003-2008. Having joined Touchstone in October 2008, Victoria has 16 yearsโ€™ experience providing behavioral health services to children & adults and is a registered safeTALK trainer for those that want to become suicide-alert helpers. During her time at Touchstone Health Services, Ms. Conditt has successfully coordinated large multidisciplinary teams of service providers to partner with children and families to meet their treatment needs and goals. She has earned a Master of Science in Healthcare Administration, Master of Science in Addiction Counseling, and is currently in a PhD program working towards a (Doctor of Philosophy in General Psychology with an emphasis on Cognition and Instruction).

Clinical Directors

Dr. Hines has provided psychiatric services at Touchstone Health Services since July 2003. He assumed the role of Medical Director for Touchstone in July 2008. Prior to joining Touchstone, he completed his Adult Psychiatry Residency and Child and Adolescent Psychiatry Fellowship at The Brody School of Medicine in his hometown of Greenville, N.C. He is passionate about providing quality care for his patients and helping Touchstone grow as an agency and as a community resource.

Ms. Chavez has been with Touchstone since 2006 and prior to becoming director, she held a variety of roles including therapeutic counselor, prevention specialist, and manager. She has extensive experience partnering and working in collaboration with schools and communities. Ms. Chavez is an experienced instructor and certified to train in Youth Mental Health First Aid, Body Project, Making Proud Choices, Draw the Line/Respect the Line, Trauma Informed Care/Resiliency trainer and facilitates several other adolescent health promotion curricula. She obtained her Bachelor of Arts in Psychology at Arizona State University, a Master of Arts in Community Counseling through Northern Arizona University and is a Licensed Associate Counselor.

Kendra Rosenfeld, a Licensed Clinical Social Worker, has been a valuable member of Touchstone since 2016. Throughout her tenure, she has held various positions within the organization, demonstrating her commitment and expertise in the field. Before assuming the role of director, she served as an outpatient supervisor and therapist, gaining hands-on experience and insight into client care. Currently, Ms. Rosenfeld holds the position of Outpatient Clinical Director at Touchstone. In this capacity, she oversees several critical programs aimed at providing evidence-based therapy. Specifically, she manages the Multisystemic Therapy and Multisystemic Therapy for Problem Sexual Behaviors programs, catering to the diverse needs of at-risk youth and their families. Additionally, she supervises the Infant and Early Childhood therapists, ensuring that the youngest members of the community receive the support they require. Moreover, Ms. Rosenfeld is also responsible for overseeing the Outpatient Therapy and Group Programs tailored for individuals aged 6 to 17, further extending Touchstone’s reach and impact. Ms. Rosenfeld’s approach to therapy is comprehensive and client-centered. She integrates a variety of therapeutic modalities to address the unique needs of each individual, emphasizing empathy and understanding. Her overarching goal is to cultivate a safe and welcoming environment at Touchstone, one characterized by non-judgmental support and compassion for every member of the community.

Mr. Crippen joined Touchstone as a Clinical Supervisor in the Complex Behavior Department in 2017.ย  As the Director of Behavior Analytic Services, he is responsible for the development and operations of clinical service delivery, staff training and development, and clinical lead supervision for the Applied Behavior Analysis (ABA) programs at THS including the comprehensive ABA Language and Learning Center (LLC) as well as the focused ABA Complex Behavior (CB) departments.ย  Robert has 18 yearsโ€™ experience working with both children and adults with intellectual disabilities and autism in group home settings and as a teacher in high school self-contained classrooms.ย  Mr. Crippen has masterโ€™s degrees in Special Education and Curriculum and Instruction (Applied Behavior Analysis) from Arizona State University.

Board Members

Dionย  D. Foreman is a Vice President and Senior Project Manager in technology and operations at Wells Fargo Bank. Mr. Foreman has over 15 years of experience with technology in banking and finance leading local and global initiatives to secure and modernize financial institutions infrastructure and customer data. Prior to his position at Wells Fargo, Mr. Foreman ran a management consultancy catering to a variety of clients and specializing in technology and operations. Very community minded, Mr. Foreman volunteers his time for a number of local charitable organizations. Mr. Foreman holds a Bachelor of Science, Business, from Arizona State University.

Gay Ann Williams is a health and public policy professional with over thirty years in the health insurance industry.ย  Ms. Williams served as the Program Administrator for Health Net Access for two years, overseeing all aspects of the Medicaid program in Arizona.ย  Prior to serving in that capacity, Ms. Williams was the Corporate Compliance Officer for Health Net, with national responsibility for compliance-related activities for all lines of business, including Medicare, Medicaid and commercial health insurance plans.ย  Ms. Williamsโ€™ experience also includes 14 years with the Arizona Department of Insurance, where she worked as a lobbyist, public affairs officer, and deputy director of the agency.ย  She has a Bachelor of Science Degree in English from the University of Tennessee, and an Associate Degree in Risk Management.

Jay Benn is Vice President of Operations,ย Care Solutionsย at PopHealthCare, and has over 20 years of healthcare experience, with the majority of his career focusing on operational and financial initiatives to improve revenue, quality and care outcomes for health plans and their members. ย ย He previously held various executive leadership positions at UnitedHealthcare of Arizona, including Chief Financial Officer and Executive Director as well as Chief Operating Officer of Preferred Homecare, one of the nationsโ€™ largest providers of home-based specialty care.ย Jay holds a Bachelor of Science in both Finance and Accounting from Florida State University and a Master of Health Services Administration (MHSA) from Arizona State University.

Kathryn L. Busby is a government relations/public policy consultant specializing in health care. She represents various health care providers and entities providing government relations representation and consultation on regulatory, contracting and other health care related issues. Ms. Busby obtained a Bachelor of Science, Foreign Service, from Georgetown University, Washington DC, and a Juris Doctorate from Arizona State University. She is also a member of the Arizona State Board of Nursing.

Hugo M. Franco is the past Chairman of the Appeals Board under the Appellate Services Administration within the Arizona Department of Economic Security. Mr. Franco was employed with the department for almost 31 years until his retirement in January 2014. Mr. Franco holds ย a Bachelor of Science and a Juris Doctorate from Arizona State University. ย Mr. Franco has been a longstanding community activist.

Donn is a seasoned healthcare executive, holding executive-level financial and operational positions in several industries. Including over twenty years in national, regional, and local healthcare organizations.ย 
As a long-term resident of the greater Phoenix area, Donn is very community focused.

An accomplished health care executive, Mr. Broadway has more than 30 years of experience proving transformational leadership to large health systems, managed care organizations, and behavioral health organizations across the healthcare landscape.ย  He is currently a Principal at Health Management Associates, a healthcare consulting firm.

He is a strategic, passionate, and innovative leader with experience engaging with regulators, multiple influencers, and advocates in a variety of political environments. Before joining HMA, Mr. Broadway was vice-president of operations and population health management where he oversaw contracts with hospitals, health systems, and state governments. A leader in product design, business retention, growth, and business development, he worked to promote the companyโ€™s expertise which led to growth and profitability.

In addition, he led his own consulting firm working with clients, including hospitals, health plans, universities, and telehealth organizations. He is a seasoned chief executive officer serving in top leadership roles with integrated care organizations, Aetna affiliates, and state agencies.

While serving as president and chief executive officer for Mercy Maricopa Integrated Care, a hospital- and health system-owned plan managed by Aetna, Mr. Broadway implemented and led the risk-based integrated physical and behavioral health managed care organization which included full profit and loss and operational responsibility.

His work included assuring contract, legal and regulatory compliance for all business lines, developed and maintained relations with plan sponsors, board of directors, regulators, government officials, as well as ran a county-wide crisis system and led significant expansion.

Mr. Broadway is well versed in federal and state regulatory compliance, membership and joint ventures, and strategic planning, budgeting, and profit and loss. While serving in several roles with the state of Arizona, he oversaw behavioral health and childrenโ€™s rehabilitation services, administered the stateโ€™s public behavioral health system, including oversight of the Arizona State Hospital, managed revenue-maximizing projects under Medicaid, led strategy and negotiations in class action lawsuits, as well as advanced operational efficiencies.

Mr. Broadway earned a masterโ€™s degree in health administration, health system management from Tulane University; a masterโ€™s degree in social work, health and mental health from Grambling State University; and a bachelorโ€™s degree from Northwestern State University.
