Senior Leadership

Dr. Bryan Davey joined Touchstone Health Services in September 2016. His professional experiences include being an administrator, past certified special education teacher, consultant to schools, businesses, and behavior analytic agencies nationwide, and agency owner. Dr. Davey’s clinical expertise includes training organizational personnel in the application of behavioral principles and procedures, functional behavior assessments, assessment and treatment of severe and complex behaviors, intervention implementation, and effective teaching practices. Through his professional experiences, he developed a unique understanding of how insurance companies operate with regard to Autism coverage and ABA services. Dr. Davey’s expertise in Autism insurance laws and benefits, practice management, and insurance billing and coding are nationally recognized. He is a past Board Member and Public Policy Chair of CalABA, and currently, serves on the APBA Board.

Lance is a Certified Public Accountant, with over 20 years of experience in Finance and Accounting. Lance obtained his Bachelor’s degree in Accountancy from Arizona State University. Lance has an extensive background in nonprofit finance; having served in finance executive roles with nonprofit agencies such as Terros Health, Goodwill, and Jewish Family Service of Colorado. His interest in nonprofit finance began at public accounting firm Heinfeld, Meech & Co, where he was as an auditor and consultant for various government agencies and nonprofits.

Mr. Thomas joined Touchstone Health Services in December 2016 as Director of Compliance & Quality Improvement and transitioned into the role of Chief Operations Officer in July 2017. Mr. Thomas has held various leadership roles in healthcare operations in both behavioral and medical fields. Mr. Thomas is a Certified Healthcare Compliance Professional through the Healthcare Compliance Association and a Certified Professional Coder through the American Academy of Professional Coders with a background in building effective compliance programs and auditing services. Mr. Thomas has a Master’s in Business Administration and a Bachelor of Science in Psychology. Mr. Thomas reports to the CEO and oversees operations, compliance and quality improvement.

Dr. Hines has provided psychiatric services at Touchstone Health Services since July 2003.  He assumed the role of Medical Director for Touchstone in July 2008. Prior to joining Touchstone, he completed his Adult Psychiatry Residency and Child and Adolescent Psychiatry Fellowship at The Brody School of Medicine in his hometown of Greenville, N.C. He is passionate about providing quality care for his patients and helping Touchstone grow as an agency and as a community resource.

As Senior Director of Evidence-Based Programs, Ms. Egan oversees our Blueprints Model Programs which include Functional Family Therapy (FFT), Multisystemic Therapy (MST) and Multisystemic Therapy for Problem Sexual Behaviors (MST-PSB). She also oversees our Intensive Outpatient Program and has been an integral part in the development and management of the School Based Services at Touchstone Health Services. She joined Touchstone Health Services as a Clinical Supervisor with the Multisystemic Therapy Program in June 2004.  In 2010, she became the MST/PSB Programs Manager and advanced to Director of Evidence-Based Programs in August of 2013 and then Sr. Director of Evidence-Based Programs in August of 2016.  Before her time at Touchstone, Ms. Egan was a Multisystemic Therapist in Cleveland, Ohio and has over 20 years of experience in the behavioral health field working with children/adolescents and adults. Ms. Egan has her Master of Arts in Education – Community Counseling from the University of Akron and is independently licensed in the State of Arizona as a Licensed Professional Counselor (LPC).

Brielle Rawlings-Dubé joined Touchstone Health Services in November of 2016, and has been serving our community in health and behavioral health for the last 22 years. She completed her Master’s in Counseling at ASU, is a nationally certified counselor and independently licensed in Arizona. After graduate school she continued her studies in integrated care, infant/toddler mental health and trauma; and is certified by the International Association of Trauma Professionals and endorsed by the Infant Toddler Mental Health Coalition of Arizona. As Senior Clinical Director, she oversees outpatient programs at our Phoenix, Avondale and Mesa locations; including Intake/Assessment, Infant & Early Childhood, Outpatient Therapy, Groups, High Needs Care Coordination, Clinical Care Coordination, WIT (MMWIA), SOS, Family Support and Respite. Prior to joining Touchstone Brielle acted as Clinical Director of a provider network organization, oversaw the development of many programs including outpatient therapy, infant & early childhood, high needs care coordination, counseling internships, groups and provided direct care to many children and families.

As Director of Human Resources, Mrs. Henry oversees Touchstone’s HR department. Mrs. Henry acts as a business partner to clinical and administrative leadership and is part of Touchstone’s executive leadership team. Mrs. Henry’s leadership focuses on Touchstone’s four core values of accountability, compassion, empowerment, and innovation. Her dedication to providing excellent customer service demonstrates a proactive and agile approach to process improvement and responding to employee’s needs.

Mrs. Henry has been in the HR field for twelve years and has served in several human resources roles including benefits manager, leaves and workers’ compensation manager, human resources manager and director of human resources. Prior to her HR career, Mrs. Henry spent twenty years in retail management serving in supervisor and manager positions.   Mrs. Henry obtained her Masters of Arts in Human Resources from Ottawa University in 2009 and holds a Professional in Human Resources (PHR) and Society of Human Resources (SHRM-CP) certification.

Ms. Chavez has been with Touchstone since 2006. Prior to her current role, she delivered therapeutic groups, individual counseling, and family treatment in addition to facilitating, implementing, and supervising a variety of prevention programs focusing on youth substance abuse prevention, teen pregnancy prevention, teen dating violence, mental health awareness, and other valuable life skills. Ms. Chavez’ community outreach experience and coalition building has been instrumental in strengthening a variety of Touchstone’s programs. She obtained her Bachelor of Arts in Psychology at Arizona State University, a Master of Arts in Community Counseling through Northern Arizona University and is a Licensed Associate Counselor as well as an Arizona Credentialed Prevention Professional Level IV.

Mr. Nelson is the Director of Information Technology for Touchstone Health Services. He joined Touchstone in April 2015 and is responsible for directing all the technology initiatives for the organization. He oversees all networking and PC support, corporate and branch office wide area networks, data security, telecommunications and the help desk.  Mr. Nelson has over 25 years of experience in Information Technology, both in direct hands-on and in management roles. Prior positions held include Server and Desktop Support Manager, Point-of-Sale Administrator, as well as Supervisor of Network Administration. He has a Bachelor’s Degree in Business and Operations Management from Eastern Washington University.

Mr. Rust joined Touchstone Health Services in January 2017. He comes to us with 25+ years of healthcare experience, specifically in revenue cycle management and operations and has worked in a variety of healthcare environments including, hospitals, ambulatory outpatient facilities, physical therapy clinics and with large physician groups. He brings with him a background in physical health which will be key as Touchstone Health Services begins to transition to integrated health. Mr. Rust earned a Bachelor’s of Science degree in Business Administration from Georgia Southwestern State University.

As Director of Quality Initiatives, Mrs. Stone supports the leadership team’s goals of adopting new and innovative forms of service delivery while strengthening workflows and processes that yield positive health outcomes and cost savings for our members and the community. She joined Touchstone Health Services in April 2017 to champion the development and implementation of a physical healthcare service model and has now moved to lead Touchstones innovation and quality initiatives. She has been a health provider in this community since 2002, working as a cognitive behavioral therapist offering support and healing in inpatient, outpatient, and private practice settings; serving children, adults, couples, and families. Prior to coming to Touchstone Health Services, she pioneered the first Integrated Care Management program in Maricopa County and offered consultative services to providers wanting to add physical health services into the behavioral health clinics serving members with Serious Mental Illness as a Practice Transformation Consultant with the current Regional Behavioral Health Authority.  Mrs. Stone has a Master’s Degree in Clinical Psychology and is independently licensed by the state of Arizona as a Licensed Professional Counselor.

Mr. Brown joined Touchstone Health Services in March of 2017 after serving our community in Adult behavioral health for the last 20 years. He completed his Master’s in Counseling (1994) at the University of Phoenix and a second Master’s degree in Healthcare Management (MBA) in 2002.  Steven is an independently licensed Substance Abuse Counselor in Arizona. As Clinical Director of our Outpatient/Intensive Outpatient Substance Abuse program as well as Transitional Youth program, he oversees programs at our Main Center.  Prior to joining Touchstone, Mr. Brown acted as Clinical Director of several Adult SMI clinics.   He also ran a 24-hour Residential substance abuse program and directed the activities of several Assertive Community teams throughout Maricopa County.  In addition to the above, he also worked, for eight years as a counselor in the Maricopa County Jail system.

Victoria Conditt serves as the Director of Intensive Services for Touchstone and oversees the Care Coordination programs at our Phoenix and Avondale site (High Needs Care Coordination, Clinical Care Coordination, and Medication Only Care Coordination). Additionally, Victoria oversees several other outpatient programs including WIT (MMWIA), Family Support (FSP), Respite, and SOS (Crisis/Hospital Stabilization Team). Prior to joining Touchstone, Victoria has experience providing therapeutic support services to Alzheimer’s patients receiving end of life care from 2003-2008. Having joined Touchstone in October 2008, Victoria has 16 years’ experience providing behavioral health services to children & adults and is a registered safeTALK trainer for those that want to become suicide-alert helpers. During her time with Touchstone, Victoria has successfully coordinated large multidisciplinary teams of service providers to partner with children and families to meet their treatment needs and goals. Victoria has earned a Master of Science in Healthcare Administration, Master of Science in Addiction Counseling, and is currently in a PhD program working towards a (Doctor of Philosophy in General Psychology with an emphasis on Cognition and Instruction).

Board Members

Dion  D. Foreman is a Vice President and Senior Project Manager in technology and operations at Wells Fargo Bank. Mr. Foreman has over 15 years of experience with technology in banking and finance leading local and global initiatives to secure and modernize financial institutions infrastructure and customer data. Prior to his position at Wells Fargo, Mr. Foreman ran a management consultancy catering to a variety of clients and specializing in technology and operations. Very community minded, Mr. Foreman volunteers his time for a number of local charitable organizations. Mr. Foreman holds a Bachelor of Science, Business, from Arizona State University.

Gay Ann Williams is a health and public policy professional with over thirty years in the health insurance industry.  Ms. Williams served as the Program Administrator for Health Net Access for two years, overseeing all aspects of the Medicaid program in Arizona.  Prior to serving in that capacity, Ms. Williams was the Corporate Compliance Officer for Health Net, with national responsibility for compliance-related activities for all lines of business, including Medicare, Medicaid and commercial health insurance plans.  Ms. Williams’ experience also includes 14 years with the Arizona Department of Insurance, where she worked as a lobbyist, public affairs officer, and deputy director of the agency.  She has a Bachelor of Science Degree in English from the University of Tennessee, and an Associate Degree in Risk Management.

Sebastian J. Dimond is an Institutional Relationship Manager with The Vanguard Group where he manages assets for Fortune 500 companies with their qualified retirement plans.  Prior to Vanguard, Mr. Dimond worked at JP Morgan Chase and Wells Fargo Bank, N.A. as a Commercial Banking Relationship Manager, specializing in credit and treasury management.  He holds his FINRA Series 7 and 63 licenses and is a graduate of the University of Utah.  Additionally, he has partnered with several non-profit agencies to create yoga programs for at-risk youth and seniors.

Kathryn L. Busby is a government relations/public policy consultant specializing in health care. She represents various health care providers and entities providing government relations representation and consultation on regulatory, contracting and other health care related issues. Ms. Busby obtained a Bachelor of Science, Foreign Service, from Georgetown University, Washington DC, and a Juris Doctorate from Arizona State University. She is also a member of the Arizona State Board of Nursing.

Hugo M. Franco is the past Chairman of the Appeals Board under the Appellate Services Administration within the Arizona Department of Economic Security. Mr. Franco was employed with the department for almost 31 years until his retirement in January 2014. Mr. Franco holds  a Bachelor of Science and a Juris Doctorate from Arizona State University.  Mr. Franco has been a longstanding community activist.
Athia Hardt is the owner of Hardt & Associates Public Affairs, working with a variety of clients on public outreach and media strategy planning and implementation, particularly crisis communication as well as development of responses, position papers, training of speakers and grassroots outreach. Previously she was a journalist for seventeen years and also served as a key advisor to Governor Bruce Babbitt, Governor Rose Mofford and Phoenix Mayor Terry Goddard.  She serves as a member of the ASU Cronkite School Alumni Board of Advisors and is a public member of the Arizona Judicial Council, which assists the Arizona Supreme Court in the development, and implementation of policies for Arizona courts.   She is an active member of the Society of Professional Journalists, the Arizona Press Club, the Friends of the Phoenix Public Library and the Phoenix Heritage Commissions. Ms. Hardt received her Bachelor of Arts, Journalism, from Arizona State University and a Master of Arts in communications from the University of Illinois at Champaign-Urbana.  She has earned numerous writing awards and honors, including the Outstanding Communicator in the Governor’s Awards for the Arizona Women’s Partnership, AIDS Project Arizona’s “WOW” award, the Friends of the Library Montgomery award and Southwest Center for HIV/AIDs Lifetime Legacy award.
Paul G. Perrault is the Director of Research and Evaluation with the Helios Education Foundation.  His work focuses on educational reforms and polices aimed at reducing the achievement gap for low-income students who have traditionally been underserved.  Prior to joining Helios, Dr. Perrault served as a Research Investigator at the University of Michigan’s Institute for Social Research.  He earned his Bachelor of Arts, Journalism, from Michigan State University, two Masters degrees from the University of Michigan, one in Educational Foundations, Administration, Policy & Research Methods and one in Education with Secondary Certification, a Juris Doctorate from the University of Detroit Mercy and Doctor of Philosophy in Educational Studies (specialization: Educational Foundations, Administration & Policy) from the University of Michigan.

Jay Benn is Vice President of Operations, Care Solutions at PopHealthCare, and has over 20 years of healthcare experience, with the majority of his career focusing on operational and financial initiatives to improve revenue, quality and care outcomes for health plans and their members.   He previously held various executive leadership positions at UnitedHealthcare of Arizona, including Chief Financial Officer and Executive Director as well as Chief Operating Officer of Preferred Homecare, one of the nations’ largest providers of home-based specialty care. Jay holds a Bachelor of Science in both Finance and Accounting from Florida State University and a Master of Health Services Administration (MHSA) from Arizona State University.
